The only thing I can suggest here to try putting the phone in DFU mode and reinstall the firmware.
iPhone DFU Mode – iPhone is disabled
You would need to use the 6.1.6 firmware for 3GS only.

My phone 3gs having 6.1.6 and modem firmware 05.16.08 i jailbreaked it but unable to unlock it using ultrsh0w. in about -> carrier it is showing sim network name but i am not getting network signal. i want to downgrade it from 6.1.6 to lower version. my phone production week is 46 , manufacture date november 2011. what can i do?

You will need the SHSH blobs file of the version you want to downgrade too.
